Ryan Gillmor

LEDA Ohio State Chapter President

Ryan D. Gillmor is a veteran public safety professional, technologist, and community leader with nearly 30 years of experience in law enforcement and municipal operations. He currently serves as the IT Coordinator and Code Enforcement Officer for the City of Willard, Ohio, where he oversees technology systems, code compliance, and public safety initiatives. Ryan also serves as one of the Asst. Directors of the Tiffin University Drone Academy.

 

Ryan’s career began in the early 1990s as a dispatcher and police officer, culminating in 27 years with the Willard Police Department, where he advanced through the ranks to Sergeant and Supervisor of both officers and the detective bureau. Alongside his law enforcement career, he became a trusted IT consultant, managing servers, databases, and systems critical to public safety operations.


He later served as Deputy Director of the Huron County Emergency Management Agency, where he coordinated countywide emergency response planning, grant administration, and communications systems. His technical expertise also led to the creation of Huron County’s
first Mobile Device Forensics Lab in partnership with the U.S. Secret Service. An FAA-licensed drone pilot, Ryan leads the Willard Public Safety Drone Unit and has introduced innovative programs for schools, including drone education and eSports initiatives. He also teaches as an adjunct instructor for several Ohio police academies, helping train the next generation of law enforcement professionals.


Ryan is a graduate of the University of Toledo, an OPOTA-certified Peace Officer, and holds advanced certifications in computer forensics and mobile device investigations. He is also a Project Leadership of Huron County graduate and active member of the Willard Fraternal Order of Police. Ryan Gillmor’s career reflects a lifelong commitment to integrity, innovation, and service—qualities that have made him a respected leader in both public safety and community
development.

Joshua Pickens

LEDA Ohio State Chapter Vice President

Josh Pickens was born and raised in Bellevue, Ohio, and began his career in law enforcement in 2001. He joined the Bellevue Police Department in 2002 and currently serves as a Road Sergeant.


In addition to his supervisory responsibilities, Josh has served as the department’s Drone Program Lead since 2017, shortly after earning his FAA Part 107 Remote Pilot Certificate. In this role, he has helped shape and advance the department’s UAS capabilities.


As Vice President of LEDA Ohio, Josh draws on his experience, innovation-focused mindset, and passion for collaboration to support agencies across the state in building strong, responsible, and effective UAS programs. His dedication to modernization and public service continues to help elevate drone standards and capabilities throughout Ohio.

Tobie Delaney

LEDA Ohio State Chapter Secretary & Treasurer

Tobie G. Delaney serves as a Technical Special Agent with the CSX Railroad Police, where he is the Field Agent for the Cincinnati Field Office and the Program Administrator for the police Unmanned Aerial Systems (UAS) team. The CSX Railroad Police UAS Team consists of twenty skilled pilots who provide coverage across the expansive twenty-six state CSX Transportation system. Delaney is recognized as a highly accomplished leader in technical law enforcement and UAS operations.

Delaney’s distinguished career spans both military and civilian law enforcement roles. In the military, he served as a Staff Sergeant in the US Army Military Police, focusing on investigations, security, and training. His civilian law enforcement career began at the Corrections Center of Northwest Ohio and the Defiance County Sheriff’s Office. He subsequently dedicated fourteen years to the Defiance Police Division before joining the CSX Railroad Police. In addition to his responsibilities with CSX, Delaney continues to serve as a Police Officer at the Mount St. Joseph University Police Department in Cincinnati, Ohio.

Delaney is widely acknowledged for his strategic vision and operational leadership, particularly in standardizing UAS operations. His commitment to fostering interagency collaboration and driving innovation supports both public safety and transportation security.

Jason Eiden

LEDA Ohio State Chapter Board Member

Jason Eiden is currently serving as a Sergeant in the Ohio State Highway Patrol and has over 24 years of law enforcement experience. He began his career in 2001 at the Ottawa Police Department in Ottawa, Ohio. His career with the Ohio State Highway Patrol began later that year, and since that time he has served in various roles and positions. Over the course of his career, he has served at the Findlay, Bowling Green, and Swanton Patrol Posts, as well as the Findlay District Headquarters.

 

In January of 2024, he was selected to serve as the Highway Patrol’s Unmanned Aerial Vehicle Coordinator. In this role, Sergeant Eiden is responsible for the administration, acquisition, training, maintenance, and oversight of all Highway Patrol owned and operated UAV equipment. Sergeant Eiden has been active in assisting public safety agencies across the state to build their own UAV programs, and serves as a DronePro with the FAA Safety Team (FAAST). Sergeant Eiden has been developing the Highway Patrol’s UAV program to provide a higher level of service to the public as well as safer and more efficient operations.

Drew Westenbarger

LEDA Ohio State Chapter Board Member

Drew Westenbarger began his career in the CNC machining industry, spending nine years honing his technical skills while also serving part-time in Fire and EMS with his local department. He later transitioned into law enforcement in Tiffin, Ohio, where he’s now in his thirteenth year of service.


During his time in the field, Drew has taken on several specialized roles, including Drone Pilot, Firearms Instructor and Grant Writer, and he proudly serves on the department’s Special Response Team. Known for his steady professionalism and team-focused mindset, Drew brings a mix of hands-on experience, problem-solving ability, and a genuine commitment to helping others to every role he takes on.

Owen Fritz

LEDA Ohio State Chapter Steering Committee

Professor Owen Fritz began with Tiffin University in the fall of 2015 as an affiliate professor for the School of Business in the areas of Computer Information Systems and Economics. In the spring of 2018, he became a full-time faculty member within the Computer Information Systems program. In 2019, Owen was proud to have worked alongside Dr. George Miller in bringing revamping the Computer Information Systems program into the new Computer Science Program offering a B.S. in Computer Science.


Owen’s research interests include Big Data, Internet of Things (IoT) & Generation Z, Technological Social Responsibility, and Office Applications in the Workplace. Before academia, Owen worked a variety of different jobs that have allowed him to develop a wealth of knowledge to pass on to students entering the field. Professor Fritz is a graduate of Tiffin University and is proud to be a #dragonforlife! Outside of the University, he has many different passions and interests that keep him involved in the community. One passion is weather, and Owen is responsible for the Sandusky County Skywarn (Storm Spotters) program that falls under the Sandusky County Emergency Management Agency. Also, he is an Asst. Emergency Coordinator for the Sandusky County Amateur Radio Emergency Service program that is back up communications when disasters should occur. Owen also is an avid fan of basketball and he can see him at most Dragon home games working at the scoring table. He is also active with many activities around campus including serving as a Faculty Advisor for the ACM (Association of Computing Machinery) Student Chapter.

Bruce Chambers

LEDA Ohio State Chapter Steering Committee

Bruce Chambers, the owner of An Aerial View Point (Drone Services and Training), has been designing, building, and flying RC Planes and Helicopters for over 50 years. By trade Bruce is an IT professional. When drones first appeared offering an RC vehicle with a computer inside, it was love at first sight.

 

For over 15 years Bruce has watched the drone revolution grow to an industry changing business. Now Bruce specializes in drone technology for first responders, city, county, and state governments, along with agriculture needs. Bruce works closely with his community EMA and Police and Fire Departments, volunteering his drone fleet wherever it is needed.
