Jon Denotter

LEDA North Carolina State Chapter President

Sergeant Jonathan Denotter is the UAS Program Manager for the Rocky Mount Police Department, where he leads the Drone Response Unit and brings over 18 years of law enforcement experience. A U.S. Army infantry veteran, Sgt. Denotter is Part 107 certified and has logged hundreds of flights, tactical support, search and rescue, and disaster response.

 

He is also a certified UAS and NC General instructor, providing training to public safety pilots across the country with a focus on real-world applications and mission success.

John Mills

LEDA North Carolina State Chapter Vice President - East District

John Mills has served with the New Hanover County Sheriff's Office since 2011 and is currently the Air Operations Unit Commander. Throughout his tenure, he has overseen multiple operations including crisis negotiations, program instruction at Cape Fear Community College, organizing youth programs, developing policy and training programs, and developing the drone unit by expanding interagency collaboration. He has been a member of Law Enforcement Drone Association (LEDA) since 2023 and currently serves as Vice President of the LEDA North Carolina
State Chapter.


Before joining the Sheriff’s Office, John spent eight years as an IT professional with a Fortune 500 company and nine years as a manager in the hospitality industry while pursuing a few other entrepreneurial ventures. John’s desire with LEDA is to assist others in developing innovative, sustainable drone programs that support agencies across North Carolina through education, collaboration, and shared best practices.

Walter Britt

LEDA North Carolina State Chapter Vice President - West District

Walter Britt has been with the Alamance County Sheriff’s Office since 2022 beginning as a civilian, volunteer drone pilot and moving into his current role as Coordinator of Drone Operations. He is the owner of Ten 8 Drone Solutions and is the CEO of the Alamance County Community YMCA. He has been building and flying remote controlled aircraft from the age of 10 that began a lifelong interest in aviation and technology. He became a driving factor in growing a drone unit currently consisting of 28 Part-107 pilots utilizing 9 drones. His expertise includes FAA Part -107 prep and pilot training, where he has instructed officers from various agencies, with emphasis on a high standard of safety and operational excellence.

 

In 2023, he was recognized by the Alamance County Sheriff's Office by receiving its Live-saving Award for locating an injured, elderly missing person. Walter represents the Sheriff’s Office in multiple monthly events sharing drone technology and operations with the public during school and community events. He has participated in hundreds of drone deployments for various purposes, including search and rescue missions, suspect pursuits, missing persons cases, welfare checks, crime scene geo-mapping, SRT over-watch/tactical, and other critical incidents.

 

Walter is a member of the Law Enforcement Drone Association (LEDA) and currently serves as a

Vice President for the North Carolina State Chapter.

Kimberly Breeden

LEDA Mississippi State Chapter Secretary

Kim Breeden was born and raised in Wilmington NC. She earned an Associate Degree in
Criminal Justice from Cape Fear Community College (CFCC) and later earned her
Bachelor Degree in Social and Criminal Justice Administration from Ashford University.


Kim has been a CSI for 23 years. She started her career in 2001 with the Winston-Salem
(NC) Police Department. After 3 ½ years, she transferred to her hometown to work with
the Wilmington Police Department (NC). In 2020, Kim joined the agency’s drone team
as a collateral duty.  In August 2022, Kim was promoted to Senior CSI and in November
2024 Kim was promoted to UAS (drone) Program Manager. Kim’s passion is teaching
the youth about CSI/STEM. She attends various school STEM nights, gives presentations
to science classes and attends community events. Also, each year in September, Kim and
the CSI Unit open their doors to host forensic events for middle, high school and college
students in celebration of National Forensic Science Week.


In addition to her experience and education, Kim is a member and past historian for the
North Carolina International Association for Identification, a member of the Law
Enforcement Drone Association, is a General Instructor through the NC Justice
Academy, an adjunct instructor for CFCC teaching Criminalistics and Criminology, a
Background Investigator, and is actively involved in her community as a Girl Scout
volunteer in various leadership roles.
